Among carriers with similar lane fit, a cleaner safety record against peer carriers ranks higher. Carriers with blocking issues are left out.

The fleetfax policy editor: fourteen rules listed, twelve switched on, each written as a sentence with the broker's own number typed into it: authority active with no pending revocation, no pending termination of liability coverage without a replacement, liability coverage at least $1,000,000, authority granted at least 12 months ago, no carrier-authority revocation in the last 24 months, no federal out-of-service order, safety rating not Unsatisfactory, vehicle and driver out-of-service rates under the broker's own ceilings, no safety category worse than 80 percent of similar carriers, at least 5 roadside inspections in 24 months, and an MCS-150 filed in the last 24 months. A blocker-or-caution control sits beside every rule.
